Doing Business in Korea: What Contributes More than Social ...

Is social relationship a critical business requirement in Korea? What can we learn from the weak correlation between trust formation and social relationship in Korean businesses? ????

There is popular belief that social relationship is of paramount importance in doing business in Korea. As the old adage goes, ?It?s not what you know, but who you know that?s important.? But is it really the case?

Not necessarily, according to the research that Ludwig Bstieler and Martin Hemmert conducted on non-chaebol1Korean firms2. The research was aimed at identifying factors important to establishing trust in Korea, given that trust is essential to new business development. Previous researches also suggested that trust takes on more importance in a society like Korea, where outsides are given less trust and less opportunities of interaction.

Not surprisingly, the social relationship was one of the three factors that the authors tested as positively influencing trust formation (See Table 1 for the survey questions), but the research finding was quite unexpected.

They found that there are no meaningful ties between social relationship and the development of trust. The other two factors, communication quality and perceived fairness, however, positively contributed to establishing trust with Korean companies, whether you are a domestic or foreign partner. Communication quality and perceived fairness can mean different things to different people, but the research defines the former as timely, accurate, adequate and complete communication and the latter as fair resolution of disagreements, shared benefits, mutually-agreed adjustments and benefits proportionate to one?s efforts.

Then the authors went on to test a hypothesis that naturally follows: if there is no direct relation, does the social relationship indirectly affect trust formation by moderating the other two factors? The outcome also provides food for thought, as pre-existing social ties turned out not to reduce the importance of communication quality, although they did mitigate effects of perceived fairness.

This outcome defies our long-held belief that social ties are the most important contributor to business success in Korea. What are the reasons? The authors offered several explanations, the most noteworthy of which are dynamic nature of trust formation, development of institutional protection, and loss of valuable business opportunities.

First, pre-existing social connections have a dynamic influence on trust. Upon introduction of a third person or organization via a mutual contact, an initial mode of trust is established. Based on the perceived behavior over time, however, one or both parties may conclude later that the other is not trustworthy. This dynamic process renders the initial connection relatively insignificant, compared to quality communication and consistent demonstration of fairness.

Second, development of institutional protection reduces importance of social networks. In Korea, personal networks have often acted as a substitute for institutional rules and frameworks. As economies develop, however, Korean companies become better protected even if their counterparts turn out to be less trustworthy.

Third, over-reliance on existing networks limits future growth. Cultivating new relationships increases the likelihood of new business opportunities, so conducting business solely based on the pre-existing ties stifles innovation that many Korean companies pursue.

Implications for foreign corporations eyeing the Korean market are clear. First, they need to be aware that social connections may be less important in Korea than is widely assumed, especially as the nation provides a better institutional protection. Second, they are well-advised to cultivate more professional means contributing to trust formation in lieu of social connections. Social ties may make unfair relations more accepting to Korean firms for a while, but they don?t have any role in forming trust in the first place. Rather than being concerned about the lack of social ties, foreign firms need to focus more on timely, reliable communication and fair treatment to successfully conduct business in Korea.

Social networks and relationships have played an important role in Korea due to cultural heritage and institutional voids, but things do not remain static. It is time to recognize the dynamic nature of one of the strongest Asian economies, and infer from it broader implications for other Asian nations. Asia is quickly moving up the development stage, so the conventional wisdom that social relations override other business factors may not hold true over time. Those acting fast to the change will eventually win the hearts of Asian corporations and reap the benefits that others may fail to fully realize.

Fewer than half Arab leaders attend Iraq summit

BAGHDAD (AP) ? Fewer than half the leaders of the Arab world showed up at an Arab summit in Baghdad on Thursday, a snub to the Iraqi government, but the leaders agreed on an appeal to Syria's regime to stop its bloody crackdown on opponents..

As the summit opened in a former palace of ousted Iraqi dictator Saddam Hussein, the powerful Sunni monarchs of Saudi Arabia, Qatar, other Gulf nations and Jordan and Morocco were absent.

The only ruler from the Gulf to attend was the emir of Kuwait, Sheik Sabah Al Ahmad Al Sabah, whose attendance was significant because Saddam Hussein invaded Kuwait in 1990 and occupied it for nearly seven months before a U.S.-led coalition drove his army out. Relations between the two neighbors have been fraught with tension since and even after Saddam's 2003 ouster. Sheik Al Sabah's attendance should cap recent improvement in relations.

The one-day summit ended with a call on Syria's embattled regime to "immediately implement" proposals put forward by joint U.N.-Arab League envoy Kofi Annan to end the deadly year-long conflict. The summit's final communique said that the Arab leaders fully support the "legitimate aspirations of the Syrian people to democracy and freedom and their right to determine their future."

The plan calls for Damascus to immediately stop troop movements and use of heavy weapons in populated areas and to commit to a daily two-hour halt in fighting to allow humanitarian access and medical evacuations. It includes a full cease-fire to be supervised by the U.N. so that all parties can discuss a political solution.

In his first comments on Annan's plan, Assad says Syria will "spare no effort" to ensure the mission's success, according to the state news agency. Assad said Annan must also get a commitment from armed groups to cease their "terrorist acts" against his government.

Speaking at the post-summit news conference, Arab league chief Nabil Elaraby suggested that the Annan plan was Assad's last chance for a diplomatic solution to the conflict, which the U.N. says has killed at least 9,000 people.

"Assad was given more than one chance. The issue is now with the United Nations and the Security Council," said Elaraby. "The ball is now in Syria's court. It will have to act positively."

One reason for the absences was the Gulf leaders' deep distrust of Iraq's Shiite-dominated government, which they believe is a proxy for Iran. In unusually direct remarks, Qatar's prime minister said the lower representation was to protest what he called the Baghdad government's marginalization of Iraq's Sunni Muslim minority.

Another reason was the bitterness surrounding the main issue hanging over the summit ? the conflict in Syria ? on which Iraq has taken an ambivalent stand.

Iraq's foreign minister, Hoshyar Zebari, remained upbeat. He told a news conference at the end of the summit: "We are very comfortable with the level of representation considering the present conditions (in Iraq). The most important thing is that all Arab states participated. It was a historic summit."

He , however, reacted angrily when asked about the representation of Saudi Arabia and Qatar by their ambassadors to the Arab League in its Cairo headquarters.

"We are not concerned, we are not bothered as long as they came."

Arab leaders in the Gulf want tough action to stop the Syrian regime's bloody crackdown on the opposition, with their eye on ultimately bringing down President Basher Assad. If Assad goes, they hope, they can break Sunni-majority Syria out of its alliance with Iran. However, Iraq, which also has close ties to Iran, has resisted any strong measures by the Arab League on Syria, with Zebari saying he was opposed to foreign intervention there.

The summit is the first held by the 22-member League since the Arab Spring revolts began sweeping through the region more than a year ago. The turmoil forced the cancellation of last year's summit. Since then, four perennials of the summit have been swept from the scene ? Egypt's Hosni Mubarak, Yemen's Ali Abdullah Saleh, Tunisia's Zine El Abidine Ben Ali and Libya's Moammar Gadhafi.

The new leaders of Tunisia and Libya were among the 10 heads of state who attended, but Egypt and Yemen sent lower-level figures, a reflection of the domestic turmoil still roiling those nations.

The summit will also be remembered for an extraordinary precedent. Iraqi President Jalal Talabani became the first non-Arab to chair an Arab League summit. Talabani, a Kurd who speaks fluent Arabic and is well versed in Arab culture, has been a father figure to Iraqis since the ouster of Saddam Hussein in 2003, often acting as a unifier between the nation's rival ethnic and religious factions.

Another Iraqi Kurd, Foreign Minister Zebari, chaired Wednesday's foreign ministers' meeting.

Iraq had hoped that hosting the summit ? its first Arab summit since 1990 ? would herald its return to the Arab fold after two decades of isolation. But the absences and the ability of militants to launch attacks despite a massive security operation ? a mortar hit an area not far from the summit's venue as the meeting started ? suggest that Iraq may still have some way to go before it could fully return to normalcy and reintegrate into the Arab world.

Qatar's Prime Minister Sheikh Hamad Bin Jassem Bin Jabr Al Thani, also the country's foreign minister, told Al-Jazeera late Wednesday that his own nation's low level of representation was a "message" to Iraq's majority Shiites to stop what he called the marginalization of minority Sunnis.

Majority Shiites have dominated Iraq since the 2003 ouster of Saddam Hussein, a Sunni. The nation's once powerful Sunnis complain that the Shiite-led government of Prime Minister Nouri al-Maliki is concentrating power in the hands of the Shiites. There is a growing desire by Sunni-majority provinces to win autonomy as a way to escape Shiite domination.

Tens of thousands of Iraqis died in the sectarian violence that began shortly after Saddam's ouster but peaked in 2006 and 2007. Tension continues to simmers to this day, with occasional attacks by Sunni militants against Shiites and crackdowns on Sunni areas by the Shiite-led security forces.

"Qatar wants the Iraqi government to resolve this in a way that unites the Iraqi people and gives everyone their rights through a dialogue involving all parties," said the Qatari prime minister.

Relations between Iraq and the Gulf Arab nations have also been tense over criticism by Shiite Iraqi politicians and clerics of Bahrain's crackdown on Shiite protesters the past year. The demonstrators seek more economic opportunity and an end to what they see as discrimination by the Sunni ruling family.

Al-Maliki on Wednesday met with Bahrain's foreign minister on the sidelines of the summit. Foreign Minister Zebari later told reporters that Bahrain would not be on the summit's agenda, a decision that appeared to be a concession by the hosts.

The flood of condemnations and denouncements of the Syrian regime in the opening session of the summit could only reinforce their view that it may be too late for diplomacy to bear fruit in Syria.

The Gulf nations, particularly Saudi Arabia and Qatar, have been pushing behind the scenes for more assertive action to end the conflict. Privately, they see little benefit in the Arab League's efforts to reach a peaceful settlement and prefer instead to see a small core of nations banding together to act on their own.

Among the options they are considering are arming the Syrian rebels and creating a safe haven for the opposition along the Turkish-Syrian border to serve as a humanitarian refuge or staging ground for anti-regime forces. Such a step would require help from Turkey ? the country best positioned to defend such a safe haven ? but so far Ankara has seemed reluctant.

The Fair Labor Association has released its findings from the lengthy investigation of working conditions at Foxconn's Chinese plants where Apple products are made. While the PR and report largely avoid over the top rhetoric and direct condemnations of the companies, they hardly paint a rosy picture. The watchdog found that in the last year all three factories violated not just FLA code for hours worked, but Chinese legal limits of 36 hours of overtime per month. During peak periods, employees worked more than 60 hours a week on average and many more than seven days in a row. But, to its credit, the group has extracted an agreement out of both Apple and Foxconn to drastically improve conditions at the factories.

Foxconn has agreed to meet FLA and Chinese legal codes by July of 2013, including cutting the number of monthly overtime hours from 80 to 36. To compensate for the lost work hours the manufacturer will boost wages and plans to hire thousands of new workers to help maintain current production levels. A concerted effort is also planned to improve the safety and health conditions at the plants and their accompanying dormitories. The moves may be felt here in the US as small increases in the cost of electronic goods, but the price will be easy to swallow considering the weight it'll help lift off our conscience. Pope wraps up Cuba visit with Mass in Revolution Plaza; meeting with Fidel Castro

HAVANA - Pope Benedict XVI wraps up his visit to Cuba on Wednesday with an open-air Mass in the shrine of the Cuban revolution, hoping to revive the Catholic faith in this communist-run country. His other appointment: a meeting with Fidel Castro.

The former Cuban leader announced late Tuesday that he would happily meet with Benedict, saying he was asking for just a "few minutes of his very busy time" in Havana.

The Vatican had already said Benedict was available, so the confirmation from Castro ends weeks of speculation as to whether Castro would repeat the meeting he held with Pope John Paul II during his historic 1998 visit.

"I will happily greet His Excellency Pope Benedict XVI as I did John Paul II, a man for whom contact with children and the humble raised feelings of affection," Castro wrote.

Benedict's Mass in Revolution Plaza comes 14 years after John Paul preached on the same spot before hundreds of thousands of people, Fidel among them. Then, an image of Jesus Christ was displayed opposite the plaza's iconic image of revolutionary hero Ernesto "Che" Guevara, a remarkable development for a country that had been officially atheist until 1992.

This time, a huge poster of Cuba's patron saint, the Virgin of Charity of Cobre, covered the facade of one of the buildings facing the plaza near Che. The icon has been the spiritual focus of Benedict's three-day visit, timed to coincide with the 400th anniversary of the appearance of the diminutive statue.

Benedict visited the statue in a sanctuary near the eastern city of Santiago on Tuesday morning and prayed to her for greater freedom and renewal for all Cubans ? another gentle nudge to the government to continue opening itself up to greater reforms.

"I have entrusted to the Mother of God the future of your country, advancing along the ways of renewal and hope, for the greater good of all Cubans," the pope said. "I have also prayed to the Virgin for the needs of those who suffer, of those who are deprived of freedom, those who are separated from their loved ones or who are undergoing times of difficulty."

A top official in Havana quickly responded: "In Cuba, there will not be political reform," said Vice-President Marino Murillo, Cuba's economic czar.

Before arriving on his trip to Mexico and Cuba, Benedict asserted that Marxism as it was originally conceived is irrelevant for today's reality. Upon arriving on Cuban soil, however, he his language was less direct, and he pressed instead for the Roman Catholic Church to play a greater role in Cuban life and for Cuba's people to enjoy greater freedoms.

The Vatican spokesman said the Holy See didn't take Murillo's comments as a rebuff to Benedict's call, noting that the pope isn't a political leader who can change laws or political systems. But he said Benedict does have some concrete hopes for the visit.

During a nearly hour-long meeting Tuesday with Cuban President Raul Castro ? twice the normal length of papal audiences with heads of state ? Benedict asked that the government declare a holiday for Good Friday, when Catholics commemorate the death of Christ.

The request, like so much of this trip, was a follow-up of sorts to Cuba's decision to declare Christmas a national holiday in honour of John Paul's 1998 visit. Cubans hadn't had Christmas off for nearly 30 years.

"It's not that it changes reality in a revolutionary way, but it can be a sign of a positive step, as was the case of Christmas after John Paul's visit," said the Vatican spokesman, the Rev. Federico Lombardi.

The government didn't give an immediate response, but Lombardi said it was natural for Cuba to take time to consider it. The government frequently declares holidays at the last minute and Good Friday this year falls in less than two weeks, on April 6.

Benedict also raised "humanitarian" issues with Raul Castro, an apparent reference to political prisoners. Lombardi said he didn't know if individual cases were discussed.

Primarily, though, Benedict came to Cuba to try to win a greater place in society for the Catholic Church, which has been marginalized in the six decades of Castro family rule.

The island's Communist government never outlawed religion, but it expelled priests and closed religious schools after Fidel Castro came to power in 1959. Tensions eased in the early 1990s when the government removed references to atheism in the constitution and let believers of all faiths join the Communist Party.

John Paul's 1998 visit further warmed relations. But despite years of lobbying, the church has virtually no access to state-run radio or television, is not allowed to administer schools and has not been granted permission to build new places of worship. Only about 10 per cent of Cubans are practicing Catholics.

"Naturally a papal visit hopes to be an impulse for further steps, be it for the life of the church or for the good of society in its entirety," Lombardi told reporters, citing media, education and health care as areas where the church wants a greater say.

But in a country that once preached atheism and still is dominated by Marxist thought, that's a hard sell for the government and for ordinary Cubans alike.

Ana Blanco, a 47-year-old Havana resident, complained that people were being told to attend Wednesday's Mass, saying the pressure seemed odd in a country that in her early years taught her religion was wrong.

"Now there's this visit by the pope, and I don't agree with giving it so much importance or making anyone go to the Mass or other activities," the office worker said. "Before it was bad, now it's good. That creates confusion."

Since I?ve made a regular behavior of doing this, a number of friends and acquaintances have noticed a constructive change in my attitude. And I do genuinely really feel happier.

Farmer organisation Beef + Lamb New Zealand is developing a $70 million plan to lift sheep and beef farmers' earnings through on-farm improvements.

The plan, which is still at the concept stage, depends on the Government bearing half the cost.

So far it has received Agriculture Ministry approval to go to the next stage of the Primary Growth Partnership process, the drawing up of a detailed business plan.

Crucial to its final acceptance is that the proposal does not conflict with existing PGP-approved projects. Beef + Lamb has been told by Primary Industries Minister David Carter to talk to Farm IQ, an organisation created in 2010 to run a $151m project which is receiving $60m of government funding.

Farm IQ is backed by government farmer Landcorp and by the country's biggest meat company, Silver Fern Farms, and aims to improve meat industry earnings by finding what customers want and feeding the information back along the value chain.

Beef + Lamb's proposal is to look for on-farm improvements, but has the potential to clash with Farm IQ's moves to give farmers more information about their stock's performance through the use of electronic ear tags.

Silver Fern chief executive Keith Cooper has objected to what he calls the farmer organisation's commercial intrusion into the meat industry, and last month resigned his industry-appointed directorship of Beef + Lamb.

However, Beef + Lamb chairman Mike Petersen said Farm IQ was open only to farmers who agreed to sell a portion of their stock to Silver Fern and he wanted a project that would benefit all farmers.

Silver Fern and Farm IQ had each been asked to join the Beef + Lamb project, which in its early stages had the backing of two other big meat companies, Alliance and Anzco, as well as Blue Sky Meats and ANZ-National Bank.

Since receiving ministry approval to draw up a business plan, several other agriculture companies had asked to join.
Petersen said that in recent talks with Farm IQ, the firm had said it was not concerned about Beef + Lamb's project and the two were talking amicably about how to avoid potential clashes.

Farm IQ chief executive Collier Isaacs said the talks had yet to get down to "tin tacks" but agreement "should be feasible".

Petersen said the Beef + Lamb plan was to spend $70m over seven years, with $17m coming from Meat Board reserves, $17m from the industry and the rest from the Government.

It would focus on three main areas: Ramping up efforts to get practical science and technology research findings to as many farmers as possible. "There's been a lot of research done but the big problem is a lot of farmers haven't adopted it," Petersen said.

Improving farmers' business management skills. "Farmers don't necessarily understand balance sheets well, or equity and financing and use of capital? those sorts of things."

Using Beef + Lamb's extensive database to lift farmers' ability to benchmark their performances against others, by farm class, regionally and nationally. "Many farmers won't be performing as well as they think they are. They don't know what they don't know."

Petersen said it was a natural development of the recommendations of last year's Red Meat Sector Strategy, which identified huge potential for a lift in farming performance.

Analysis: Spain risks years without economic growth

MADRID (Reuters) - Belt tightening in the board room and the living room, deep public budget cuts and anaemic bank lending may be setting Spain up for years of economic stagnation that could eventually force it to seek a bailout.

Under pressure to chop Spain's deficit to the European Union limit and stick to new fiscal rules, Prime Minister Mariano Rajoy has promised to present a budget on Friday that will be "very, very austere".

With the economy on the verge of its second recession in three years, soaring unemployment and rising borrowing costs, some economists are predicting a lost decade of growth such as the one experienced by Japan in the 1990s from which it has never fully recovered.

Others, including Italian Prime Minister Mario Monti, say Spain could drag the euro zone back into a deep crisis.

"We've signed a suicide pact in Europe by agreeing that we all need to make cuts," said Luis Garicano economist at the London School of Economics and head of Spanish think tank Fedea.

"Europe has to recognize that this is a downward spiral that's not helping anyone."

With public debt at almost 70 percent of gross domestic product and one of the highest levels of private debt in the euro zone, Spain has been a focus of investors since Greece first appealed for international help in early 2010.

The economy is more than twice the size of Ireland, Greece and Portugal combined, and is seen as too large for the euro zone to let it fail.

Spanish government borrowing costs have fallen from 14-year highs reached last year but with economic fears resurfacing the risk premium over German bonds has started to rise again.

"If the government consistently runs large deficits in the midst of a very deep recession, or possibly both, then it's likely yields will rise," said Ben May of Capital Economics.

"There is a risk that eventually Spain will need to seek a bailout to borrow at reasonable rates of interest."

Rajoy's 2012 budget will include at least 35 billion euros of savings through tax hikes, wage reductions and public service cutbacks, in a bid to chop the deficit to the EU's 3 percent limit next year. The 2013 budget will be just as austere.

CONSUMERS DEPRESSED

As in other European economies, domestic demand was one of the cornerstones of growth in the boom years but consumers are no longer seen as the economy's potential saviors.

Celinda Garcia, 55, has run a delicatessen in a middle-class neighborhood of Madrid for 30 years and the four-year economic crisis had not affected her business until the most recent round of reforms and cuts.

"I've really noticed a big drop in sales in the last couple of months," she says.

"My customers mostly have secure jobs and a good income, but the latest reforms have left everyone worried for their future."

The economic troubles began over four years ago when a decade-long property bubble burst. The economy is expected to shrink 1.7 percent this year.

Housing prices fell 11.2 percent in the fourth quarter of last year and may still have another 30 percent to go. The construction sector has hemorrhaged jobs, putting millions of low-skilled builders out of work.

Unemployment is more than double the European Union average, almost half of young people cannot find a job and poverty levels are rising faster than anywhere else in Europe.

COMPANIES ON HOLD

Companies are also struggling. Even the most promising sectors are making cutbacks.

Tourism accounts for around 11 percent of gross domestic product. But listed Spanish tourism group Sol Melia had to sell assets in the fourth quarter to help reduce its debt.

Spanish tourism benefited last year from increased numbers of holiday makers avoiding troubles in northern Africa but even so Sol Melia was reluctant to invest at home.

"At this stage, with no significant booking position from early booking markets, we prefer to adopt a 'wait and see' stance, even more so considering the sluggish state of the Spanish feeder market," Chief Executive Gabriel Escarrer said.

Bank lending meanwhile has slowed to a trickle. The financial sector, which has already been through a round of mergers and consolidations, has been told by the new government to reinforce balance sheets with another 50 billion euros.

"I don't see any credit growth this year. It won't accelerate with the economic slowdown," a high-ranking financial source said.

The credit drought is hurting large, well-established companies as much as families brave enough to apply for a mortgage to buy their own home.

"We're one of Spain's healthiest companies but the banks just don't want to lend," said an executive at a blue-chip company who asked for anonymity.

His group can raise money in the bond markets but that is not an option for smaller firms.

ECHOES OF JAPAN

Some economists fear the outlook for the Spanish economy is worryingly similar to Japan's situation in the nineties.

A fiscal austerity drive in 1997 while the private sector was deleveraging at near zero interest rates prompted five quarters of contraction and the Japanese budget deficit ballooned.

"The recession will last much longer if the government continues to insist on fiscal consolidation when the Spanish private sector is deleveraging at the same time," Tokyo-based economist at the Nomura Research Institute Richard Koo said.

"The government should recognize that Spain is suffering from a very rare disease called balance sheet recession that happens only after the bursting of a nation-wide asset prices bubble financed with debt."

Interest rates in the euro zone are at record lows, but during a balance sheet recession, loose monetary policy will not stimulate new lending as it does during a normal economic downturn, Koo said.

"It took Japan 10 years to climb out of this policy mistake.?I hate to see Spain going down the same route," he said.
