ROME ? Italian and French energy companies have resumed partial oil production in Libya after months of civil war, a potential economic lifeline for Libya's new government as it scrambles to rebuild.
Officials of Libya's transitional government are still awaiting U.N. action to unfreeze billions of dollars in assets. They say the funds unfrozen so far aren't enough to significantly rebuild Libya's health, education and other institutions after 42 years of languishing under Moammar Gadhafi's regime.
Italian energy giant Eni said Monday it has resumed oil production in Libya after months of interruption due to the civil war that toppled Gadhafi's rule. By Monday, 15 wells had been tapped, producing some 31,900 barrels of oil per day.
The French energy company Total said it has restarted some production last week.
It was not clear how long it would take Libya to return to its pre-war production of 1.6 million barrels a day.
But even the limited resumption of oil production is an important psychological sign of foreign energy companies' faith in Libya's future. Libya sits atop Africa's largest proven reserves of conventional crude, and with a population of only 6 million, raked in $40 billion last year from oil and gas exports.
"That's good news," said London-based analyst, Samuel Ciszuk of IHS Global Insight. But he quickly cautioned that "we're still talking about very small volumes."
Ciszuk stressed in a telephone interview with The Associated Press that many unknowns loom as Libya tries to resume full production.
"Many of the large fields were shut down in panic as people were leaving" to flee fighting, he said. "They might be damaged, they might not be damaged. It might be complicated."
Many locations also still await inspection, including the Sirte Basin, a stronghold of Gadhafi supporters.
"That's where most of the production comes from, and it's still been too early to get an assessment," he said.
Eni's revived production operations have focused on 15 wells at the Abu-Attifel field some 185 miles (300 kilometers) south of the eastern city of Benghazi, and are being conducted by Mellitah Oil & Gas, a partnership between Eni and Libya's state-run National Oil Corp.
Eni said other wells will be reactivated "in the coming days" to reach the "required volumes to fill the pipeline" between the Abu-Attifel field and the Zuetina port on the Mediterranean. The Abu-Attifel field was the first "giant" oil field discovered by Eni in the 1960s.
Ciszuk said those areas close to Benghazi didn't see much fighting and were "expected to come back on quickly."
The Libyans say they have enough cash in their country to cover expenses such as public sector salaries for a few months, but much more is needed if nation-building is to get going quickly.
Eni said it couldn't estimate how much an impact its first resumption of production might have on the Libyan economy.
Officials of the transitional government have taken pains to assure the West that energy contracts from the Gadhafi era will be honored.
French company Total said Monday that it resumed production on Sept. 23 in partnership with Libya's state-run oil company and a German company at an offshore field well called Al Jurf. Production is slowly ramping up and will eventually be 40,000 barrels a day, according to Florent Segura, a Total spokesman.
Spain's Repsol YPF said Monday it hasn't restarted production yet at the fields it operated in Libya and doesn't know when it can resume. No Repsol employees have been sent in yet but the company is using Libyans and contractors to assess its infrastructure in Libya.
"Repsol continues to closely monitor events in Libya," said company spokesman Kristian Rix.
Ciszuk noted that Repsol's oil interests include Gadhafi loyalist strongholds such as the southern desert city of Sabha.
Eni has been active in Libya, Italy's former colonial ruler, since 1959 and is the largest foreign player there in terms of hydrocarbon production. Before full-scale civil war erupted in February, Eni was producing 273,000 barrels of oil equivalent per day in Libya.
Natural gas is another mainstay of Libya's economy. Eni chairman Paolo Scaroni has set what he calls an ambitious target date of mid-October for getting the gas flowing again to Italy again through the Greenstream pipeline.

The arrests last Monday of the six Birmingham-area men were part of a "major operation" by the West Midlands counterterrorism unit, the West Midlands police department said.

The police said Irfan Nasser, 30, Irfan Khalid, 26, Ashik Ali, 26, and Rahin Ahmed, 25, were charged with plotting terrorist acts.
They were involved in planning between Dec. 25, 2010 and Sept. 19 of this year to prepare or help others prepare to commit acts of terrorism, the department said.
Nasser and Ali are alleged to have planned a bombing campaign; stated an intention to be a suicide bomber; collected money for terrorism; made or helped others make a bomb; and recruited others for terrorism, police said.
Nasser and Khalid are also accused of traveling to Pakistan for terrorism training including bomb-making, weapons and poison-making, as well as making a martyrdom film, police said.
Ahmed is accused of helping others travel to Pakistan for terrorism training, collecting money for terrorism and investing and managing terrorist funds, police said.
Ashik Ali's brother Bahader Ali, 28, and Mohammed Rizwan, 32, are both charged with failing to disclose information about acts of terrorism, police said. Bahader Ali is also charged with terrorist fundraising.
A seventh Birmingham man, aged 20, who was arrested Thursday, is still being questioned, officers said.

CAREss study finds internet-based sexual counseling as effective as traditional therapy
HOUSTON - Prostate cancer survivors and their partners experience improved sexual satisfaction and function after couples counseling, according to research at The University of Texas MD Anderson Cancer Center. The article, published in the September issue of Cancer, a journal of the American Cancer Society, revealed both Internet-based sexual counseling and traditional sex therapy are equally effective in improving sexual outcomes. Couples on a waiting list for counseling did not improve.
Men experienced a marked improvement in their sexual function for up to one year, and women who started out with a sexual problem improved significantly with counseling.
"We know that one of the crucial factors in a man's having a good sexual outcome after treatment is a partner who also wants their sex life to get better," said Leslie Schover, Ph.D, a professor in MD Anderson's Department of Behavioral Science, lead investigator on the study and author of the paper, "A Randomized Trial of Internet-Based Versus Traditional Sexual Counseling for Couples After Localized Prostate Cancer Treatment." "Women's issues such as ill health, post-menopausal vaginal dryness and lack of desire for sex can be a major barrier in achieving satisfactory sexual outcomes."
CAREss (Counseling About Regaining Erections and Sexual Satisfaction) randomized 115 heterosexual prostate cancer survivors who were experiencing erectile dysfunction and their partners into three groups: a wait list group that received delayed counseling, a face-to-face counseling group, and a group that received an Internet-based sexual counseling program.
After three months, the wait-list couples were randomized into either the face-to face or the Internet-based counseling group. A second Internet-based group of 71 couples was added to boost the numbers and allow researchers to analyze the relationship between extent of website use and outcomes.
Couples were assessed before and after the three-month wait-list period, again after counseling, and also at six and 12-month follow-ups. In addition to web-based education and exercises, participants in the Internet-based group received feedback from their counselor through email.
Treating the Body and the Mind
Many prostate cancer survivors are as concerned about loss of desire and lack of satisfying orgasms as they are about erectile dysfunction. Men in this study improved on most dimensions of sexual function. From baseline to one year, men improved significantly in erectile function, but also in orgasmic function, intercourse satisfaction and overall sexual satisfaction. Sexual desire remained stable.
Some patients and/or partners are too anxious about sexual issues to seek help from a therapist face-to-face. An internet-based program that offers online tools and surveys, as well as interaction with the therapist by email, gives them a less threatening option. "Not only do men often use the internet to search for information on sex, but prostate cancer patients consider the web a valuable resource for information on the impact of treatment on sex," said Schover.
Another advantage of web-based counseling for couples is the potentially lower cost. While many insurance companies cover medical treatment of erection problems after prostate cancer, the cost of sex therapy is often not reimbursed. Already burdened with co-payments for their cancer treatment, many couples cannot afford additional costs associated with mental health care.
"Very few insurance policies sufficiently cover sexual counseling in particular, and mental health counseling in general," said Schover. "Another barrier is that there are few mental health care professionals trained to deal with both cancer coping and sexual problems."
The results from the CAREss study have already contributed to Schover's current research. She is developing a more general multimedia interactive counseling program to help men with any type of cancer and their partners improve their sex lives. She hopes this program will help men and couples with limited insurance or lack of access to a big city or cancer center.

Foreign Minister Hina Rabbani Khar was responding to comments by Chairman of the Joint Chiefs of Staff Adm. Michael Mullen, who said Pakistan's top spy agency was closely tied to the Haqqani network, the most violent and effective faction among Islamic Taliban militants in Afghanistan.
It is the most serious allegation leveled by the United States against nuclear-armed and Muslim-majority Pakistan since they began an alliance a decade ago.
"You will lose an ally," Khar told Geo TV in New York, where she is attending a U.N. General Assembly meeting.
"You cannot afford to alienate Pakistan, you cannot afford to alienate the Pakistani people. If you are choosing to do so and if they are choosing to do so it will be at their (the United States') own cost," she said.
"Anything which is said about an ally, about a partner publicly to recriminate it, to humiliate it is not acceptable," Khar added.
'Actively involved'
U.S. military officials told NBC News that the Pakistani government, through its intelligence service, is "actively involved" in directing the militant Haqqani network to launch terrorist attacks against U.S. and Afghan government targets in Kabul.
The officials told NBC News the ISI, Pakistan's powerful spy agency, directed the attacks by Haqqani militants on the U.S. Embassy on Sept. 13 and on the Inter-Continental Hotel on June 28. It is suspected the ISI also had a role in the massive truck bombing targeting an American base in eastern Afghanistan on the eve of the 10th anniversary of the 9/11 terror attacks, the officials said.
In a congressional hearing Thursday, Mullen called the Haqqani network a "veritable arm" of the ISI. Testifying alongside Mullen, Defense Secretary Leon Panetta said the United States has warned Pakistani authorities it will not tolerate a continuation of the group's cross-border attacks.
Military officials told NBC the Pakistanis are convinced that the United States is preparing to totally withdraw all its forces from Afghanistan and are "hedging their bets" for when that day arrives. "They're looking ahead, well past the Americans," an official said.

According to one senior military official, "the attacks are aimed at undermining the credibility of the Afghan government" so when the Americans leave, Pakistan will wield some influence over Kabul, NBC reported.
"They're double-dealing," the official said. On the one hand, the Pakistanis are cooperating with the United States against al-Qaida in Pakistan, while on the other hand undermining U.S. efforts in Afghanistan, the official told NBC.
Mullen and Panetta have publicly emphasized the United States is prepared to do whatever is necessary to protect American forces in Pakistan. One official said that could include unilateral U.S. military strikes against the Haqqani network inside Pakistan, but added it would be "foolhardy" to discuss any specific planning.
Pakistan relies on Washington for military and economic aid and for acting as a backer on the world stage.
"The message for America is: 'They can't live with us, they can't live without us," Prime Minister Yusuf Raza Gilani told reporters.
But support in Congress for curbing assistance or making conditions on aid more stringent is rising rapidly.
'Instrument of policy'
In his final congressional testimony before retiring next week, Mullen said success in Afghanistan is threatened by the Pakistani government's support for the Haqqani network.
Repeating a charge he made earlier this week, Mullen said Thursday that with Pakistani support the Haqqanis were behind not only the Sept. 13 embassy assault but also a recent truck bomb that wounded 77 U.S. soldiers and a June 28 attack against the Inter-Continental Hotel in Kabul ? as well as "a host of other smaller but effective operations."
Mullen said Pakistani intelligence is using the Haqqanis and other extremist groups as its proxies inside Afghanistan.
Mullen said Pakistan's government has chosen to "use violent extremism as an instrument of policy," adding that "by exporting violence, they have eroded their internal security and their position in the region. They have undermined their international credibility and threatened their economic well-being."
Mullen also deplored the "pernicious effect" of Afghanistan's own poor governance and corruption.
Panetta also decried Pakistani support for the Haqqani network. He said new CIA Director David Petraeus met recently with the head of the Pakistani intelligence agency and told him the U.S. won't stand for continued cross-border attacks by Haqqani militants.
"They must take steps to prevent the safe haven that the Haqqanis are using," Panetta said. "We simply cannot allow these kinds of terrorists to be able to go into Afghanistan, attack our forces and then return to Pakistan for safe haven."
He repeated the point later, adding, "That is not tolerable."
Limited 'strategic convergence'
Privately, Pakistani military and intelligence officials have told NBC News that their "strategic convergence" with the United States extends only so far as a stable and secure Afghanistan and the elimination of al-Qaida from the region. The Haqqanis, they argue, have never posed a threat to, nor carried out attacks within, Pakistan.
Sirajuddin Haqqani, the group's commander, said in a recent Reuters interview that he would take part in peace talks with Kabul only if the Taliban also joined the negotiations. Pakistani military and intelligence officials have echoed this desire to see the Haqqanis brought into the Afghanistan reconciliation negotiations, rather than targeted militarily.
Pakistani officials also express concern that launching a full-scale operation against the Haqqanis could lead militants to direct attacks against the Pakistani state rather than against international forces in Afghanistan.
Such a situation would remain a threat to Pakistan's stability long after the United States leaves the region. "We'll be left just like we were after the Soviet war," one Pakistani intelligence official told NBC.
Shift in tone
The remarks by Mullen and Panetta highlight a notable shift in the administration's approach to Pakistan. Whereas U.S. officials previously kept their strongest criticisms of Pakistan private, in recent days they have been explicit in linking the government to extremists who are attacking U.S. forces in Afghanistan.
The dangers could be enormous if Washington and Pakistan, a largely dysfunctional state teeming with Islamist militants and run by a weak, military-cowed government, fail to arrest the deterioration in relations.
At stake are the fight against terrorism, the security of Pakistan's nuclear arsenal and ? as Islamabad plays off its friendship with China against the United States ? regional stability.

Location and walking meditation
With a walking meditation there?s a lot to be said for varying the location so that you can have a different meditative experience each time.
Since you keep your eyes and other senses open whilst you?re walking, you are opening yourself to experiencing all those different senses. You?ll be open to the details that you observe ? ones that would normally just pass you by as part of the scenery. This isn?t just limited to sights. If you?re doing a walking meditation diligently then you?ll also be listening for the sounds around you and taking in the smells that you experience as you go on your walk.
You?ll also get a physical experience that will vary according to the surface and gradient you?re walking on as well as the footwear that?s cladding your feet. You could even take in your fifth sense ? that of touch ? as you walk along.
So the location is important in the sense that it is actually an integral part of your walking meditation. But it?s also unimportant in the sense that there are few places that you can?t carry out a walking meditation.
Location and breathing meditation
Carrying out a breathing meditation can be independent of where you are. Or it can be linked if you?re doing one of the more physical forms of this kind of meditation.
The more strenuous types of breathing meditation where you are actually using your arms to help accentuate the flow of air into your lungs need a certain amount of clear space around you. So you wouldn?t be able to carry them out on a crowded subway train for instance!
But just concentrating on your breathing pretty much doesn?t care where you are. You?re going to breathe anyway, it?s just that your focus will be on the breaths you?re taking rather more than it normally is. The mere act of taking a deep breath and then exhaling the stale air can be the totality of the experience. Which means that it?s possible to do this anywhere.
Location and traditional meditation
Traditional meditation usually concentrates on a focus point. This can be the flame of a candle or the repetition of a mantra.
Whilst this can be carried out almost anywhere, a lot of people like to set aside some ?space? to carry it out. This could be as simple as a room in your home with a ?do not disturb? sign on the door or it could be a dedicated space with a meditation cushion or bench and some scented candles or incense burning to add to the ambience.
Location and binaural beats meditation
Surprisingly, although it?s a recent progression in the art of meditating, this is probably the most influenced by location.
You need somewhere to sit or lay down where you?re unlikely to be disturbed for the duration of the binaural beats track. It?s usually an eyes closed process, so you won?t be driving or walking or doing anything else that would be dangerous or just plain stupid whilst your eyes are closed.
Although it?s more location dependant than the other forms we?ve discussed, it?s still a great way to experience a deep meditative state without much effort on your part.
